Excluding Files and Directories
"You may also include full filenames or directory names in addition to using wild-cards and Exclude=yes in the Options resource as specified above by simply including the files to be excluded in an Exclude resource within the FileSet."

Conclusion: It may be misleading to include directions to include files in an exclude resource if the included files should really be excluded :)
